East Malaysia (Sabah + Sarawak, on Borneo) runs its OWN immigration control under the 1963 Malaysia Agreement, distinct from Peninsular Malaysia. A Malaysian visa/entry does NOT automatically grant entry — travelers must clear a separate immigration checkpoint and may need a separate entry permit even with an existing valid Malaysia visa.
Same mechanism as Sabah — separate East Malaysia immigration control under the 1963 Malaysia Agreement.
